PD&E/Traffic Project Manager

Position Profile
The PD&E/Traffic Project Manager will oversee, guide, and mentor staff and interface with the Florida Infrastructure Group to produce the various deliverables required as part of our infrastructure practice, as well as, in support to other Hanson markets. The qualified candidate will perform engineering analyses and design of roadway engineering solutions for projects.

A Day in Life of a PD&E/Traffic Project Manager at Hanson

The PD&E/Traffic Project Manager will have experience in managing multiple PD&E projects, to include the planning, organizing, directing, executing, and controlling/monitoring of the scope of services, budget, schedule, deliverables and resources required to accomplish the project objectives. This position will typically manage multi- discipline projects and may also manage indefinite delivery contracts or programs on behalf of a client with multiple projects occurring simultaneously.

Here is a snapshot of what you would do in this role:

  • Day-to-day tasks to include developing and delivering work for transportation projects and studies, data collection, research, existing conditions analysis and documentation, while adhering to budgets and deadlines.
  • Participate as part of a team engaged in transportation planning, traffic analysis, project development, and community planning activities.
  • Attend and/or facilitate meetings with current and future clients.
  • Development of traffic studies including traffic impact analyses, traffic forecasting, traffic signal timing plans, microscopic and macroscopic simulation modeling.
  • Provide leadership to subordinate staff, including mentoring, training, and production assistance.
  • Collaborate with technical staff within the practice areas.
  • Track project performance, specifically to analyze and control outcomes leading to the successful completion of short- and long-term goals.
  • Develop comprehensive project management plans to be shared with clients as well as project team members.
  • Perform presentations, assist in writing proposals and scopes of work for existing and future clients, councils, boards, commissions, and governing bodies.
  • Interface with leadership to assess performance.
  • Prepare and review environmental technical studies including socioeconomic data, public involvement documentation and general transportation planning assignments.
  • Provide technical support for preliminary engineering reports and conceptual plan development
  • Prepare responses to requests for proposals, attend project pursuit interviews and other related marketing activities for business development.
  • Conduct Quality Assurance and Quality Control Reviews of engineering plans, specifications, and design documentation.
  • Coordinate and communicate field construction activities with Client, contractor, and design team.

What We are Looking For

We feel the following qualifications would set you up for success in this role:

Technical Skills:

  • Experience with the National Environmental Policy Act (NEPA), State Project Development and Environmental (PD & E) process, and processes involved in meeting related federal and state environmental laws and regulations.
  • Clear understanding of transportation/traffic design applications and software including, Highway Capacity Software (HCS), Synchro/Simtraffic, and VISSIM.
  • A diverse background/knowledge of geometric roadway design, stormwater/drainage, maintenance of traffic, utility coordination/design and design management.
  • Experience interacting with other peer disciplines including but not limited to roadways, mechanical, electrical, plumbing, architectural and structural.
  • Can generate scope and fee for complex, multi-discipline professional service agreements.
  • Can demonstrate or quickly gain an understanding of accounting terms as needed to understand project level financial reports, billing, and accounts receivables procedures.
  • Is committed to quality control procedures.
  • Has the ability to develop professional relationships with clients. Serves as a trusted advisor to one or more clients and can develop repeat business from those clients
  • Demonstrates ability to manage multiple, related projects and navigate complex activities that span business units, organizations, regions and/or cultures and has aligned results with organizational goals
  • Can develop complete project management plans (inclusive of all sub-parts such as change management plan, risk management plan, communications plan, health and safety plan, quality control plan, etc.)
  • Can read and understand client and subcontractor agreements and has had or can complete contract risk review training

Soft Skills:

  • A history of effective teambuilding and leadership of project teams over a broad project range.
  • Effective written and oral communication skills, including being able to communicate complex technical concepts both visually and in text, to other engineers, clients, and public stakeholders.
  • Must be able to work independently and as a team member to problem solve and learn new technical skills.
    • Experience and interest mentoring/training team members and managing project staff.
    • Possesses strong organizational skills with a sense of self-initiative and urgency to meet project deadlines.
  • Must be able to collaborate remotely with colleagues in other offices.
  • Work assignment flexibility including being available to travel for out-of-town assignments, primarily daytrips or evening attendance of local client meetings.
  • Hours worked will vary based on project demands, including occasional, periodic overtime.

  • Must be able to develop new business with existing clients and/or new clients and can assist with project capture plans and tactical strategy for generating winning proposals and leading project team interviews.
  • Can demonstrate ability to develop a deep knowledge of client needs within a given market.
  • Must be able to effectively negotiate project scope and fee.

Education/Experience:

  • A bachelor's degree in engineering, architecture, construction management or related field. Advanced degree considered a plus.
  • Minimum of 10 years of project management and PD&E experience.
  • At minimum, possess an active Professional Engineers license in Florida.
  • Familiarity with collaboration and project management software tools (e.g., SmartSheet, iAccess, Deltek Vision Resource/Project Planning, Microsoft Project, AEC360/Microsoft Dynamics 365) or ability to learn them is desired.
  • Experience with project process workflow and developing project work breakdown structures.
  • Can document, defend and achieve contract modifications for additional services including scope, fee and schedule increases.
  • Project Management Professional (PMP) certification is a plus but not mandatory.
  • Advanced time management and reasoning/critical thinking skills.
  • Working knowledge of Microsoft Excel, Word, PowerPoint, Teams, and a basic understanding of Project Scheduling Platforms.
